Practice Experience:
Mr. Bloom served as the U.S. Magistrate for Eastern Oregon from 1988 to 2005.
His recent practice experience was as a law partner with Kottkamp & O’Rourke, LLP in Pendleton, Oregon from 1981 - 2005. His initial practice emphasized trials of civil cases, business and real property. Since the late 1980s, Mr. Bloom has focused his practice on water law, Uniform Commercial Code, compliance with business filings for agricultural lenders and borrowers and for advising business in debtor-creditor relations. He also represented educational service districts and Blue Mountain Community College in all aspects of their legal issues.
Professional Activities:
From 2005 – 2006, Mr. Bloom was a Peace Corp Volunteer with the Armenian Constitutional Rights Protective Centre and in late 2006 to 2007 he was a ABA/CEELI Rule of Law Liaison – Judicial Reform. He was responsible for introducing and implementing case law/precedent into the Armenian Judicial system and was a trainer in mediation clinics.
Mr. Bloom is a former Board Member of Professional Liability Fund Chair, Claims Committee – Chair of the Board; former member of Oregon State Bar Disciplinary Board – Chair Region 1; former member of Oregon State Bar Local Professional Responsibility Committee Chair; former member of Oregon State Bat Litigation Executive Committee.
Mr. Bloom is a former Pro tem Judge for the Confederated Umatilla Tribes, City of Pilot Rock, Milton-Freewater and a volunteer at the Pendleton Legal Aid office. He also was a reporter for the Water Law Newsletter published by the Rocky Mountain Law Foundation, 1992-2005.
