Practice Experience:
Judge Skimas was in private practice in Vancouver, Washington from 1960 to 1971. His practice emphasized personal injury, real estate, and business law.
He then became a Superior Court Judge in Clark County, Washington for 21 years. He retired from the bench in 1992 and has since been a judicial member of the ADR panel for US Arbitration and Mediation of Oregon and has mediated / arbitrated over 1000 cases.
Professional Activities:
Judge Skimas is currently Chair for Clark County Emergency Medical Services Administrative Board and the Washington State Appellate Indigent Defense Commission.
Judge Skimas was Administrative Judge in Clark County from 1982 through 1992 and he mediated numerous personal injury cases to settlement at the request of counsel. He also served as a Pro Tem Judge for the Washington State Supreme Court and the Court of Appeals. Judge Skimas was President of the Superior Court Judges’ Association from 1986 to 1987, a member of the State Board of Judicial Administration from 1985 through 1987 and chair of the Judicial Information System from 1983 to 1984.
Judge Skimas was the co-founder of the Uniform child Support Schedules and Standards which served as a national model and he also developed mandatory pre-trial settlement procedures in family law cases. Judge Skimas inaugurated the Individual Calendaring System of Clark County.
Judge Skimas was the Dean of the Washington Judicial College from 1975 through 1977.
