Practice Experience:
Mr. Dotten, formerly a shareholder at Heller Ehrman LLP for nearly 25 years, serves as an arbitrator and mediator of commercial disputes, particularly complex utility and energy matters. He practiced for more than 30 years representing utilities, large energy consumers, conventional and renewable power project developers, oil and gas pipelines and water and wastewater utilities negotiating contracts, obtaining governmental approvals, in contested administrative proceedings and in trial and appellate courts, including the United States Supreme Court. Mr. Dotten has served as an Assistant State Attorney General, a Special Assistant U.S. Attorney and as General Counsel of an interstate natural gas pipeline.
Professional Activities:
Mr. Dotten is a member of the Oregon State Bar, the Washington State Bar, the American Bar Association, the Energy Bar Association and the Multnomah Bar Association. He is an Affiliate Member of the Idaho State Bar.
He has served on numerous bar committees including the Oregon State Bar Dispute Resolution Committee (as its chair) and the Federal Bar Association, Oregon Chapter (as chair of its Alternative Dispute Resolution Committee and as President). He serves on the National Panel of Arbitrators of the American Arbitration Association. He served in numerous leadership roles in the Section of Natural Resources, Energy and Environmental Law of the American Bar Association and in the ABA's Coordinating Group on Energy Law. He serves on the Dispute Resolution Committee of the Energy Bar Association.
Mr. Dotten has taught a number of continuing legal education courses on alternative dispute resolution. He is listed in Who's Who in the World, Who's Who in America; Who's Who in American Law; Energy Who's Who and ; Who's Who in Cogeneration and Independent Power. He has been active in the University of Oregon Law School Alumni Association, serving as its President in 1989-92. Mr. Dotten has continuously served on the Advisory Committee for the Campaign for Equal Justice since its inception in 1992 and has served as a volunteer mediator for the U.S. District Court for the District of Oregon and in Multnomah County courts.
Mr. Dotten has served on a number of boards and committees for non-profit organizations dealing with social services, healthcare and mental health and neighborhood and transportation planning.
